Abstract

This is a culturally appropriate program of extensive prevention activities and education geared at Menominee youth, in particular, and families/community, in general; a new partnership with the tribal clinic to provide screening for early intervention and referral; treatment to meet the needs of those referred. The 235,000 acre Menominee Reservation in northeast Wisconsin, has a population of about 4,000 members and 500 ? 600 non tribal members. The majority of clients come from this population. In 2003 the program provided residential, out- and in-patient and prevention services to 330 clients. The program proposes to increase focus on prevention, more school-based (using new programs in all grades beginning with Headstart) and community-based education and activities; a new alliance with the tribal clinic to screen every patient 12 years old and over at least once a year, in order to begin to make referrals to Maehnowesekiyah for the purpose of early intervention; and treatment for those referred, suited to their needs.

Objectives
Provide treatment and also increase prevention activities. Memorandum of understanding with tribal clinic to screen all patients there over age 12 annually. Increase awareness of connection between substance abuse and health.

Key Components
Adult inpatient treatment, outpatient treatment for adolescents, outpatient treatment for adults, education and prevention programs in schools from Head Start on up. Screening for substance abuse at tribal clinic.

Evaluation Design
Evaluations will document the extent of success in raising awareness of the consequences of substance abuse, increasing the age of onset of substance abuse, and increasing the ability to recognize the need for help earlier in the use of alcohol and/or drugs, before crisis intervention is required.
