Abstract

This project is the development and implementation of an integrated system of care model of service delivery specifically designed to assist Alaska Natives on their journey through recovery from alcohol and/or drug abuse. Enhancements focus on developing additional on-site and off-site services with the system of care focusing on cultural programming, mental health, and family needs.

Objectives
To enhance and improve the quality and intensity of residential treatment services for 150, predominately Alaska Native patients at the Ernie Turner Center through development and implementation of a state-of-art treatment approach represented by an Integrated System of Care model of service delivery as well as additional on-site services to address complex clinical needs in Mental Health, Family/Support, and Cultural domains.

Objective 1.1. To implement the Integrated System of Care approach to service delivery through Case Management of 100% of patients.

Objective 1.2: To develop and implement additional on-site services within the Health, Mental Health, Family/Support and Cultural Domains of the System of Care within three months of grant award.

Objective 1:3 To coordinate off-site care through Memoranda of Understanding, and joint case conferences, as appropriate.

Objective 1.4: To provide cultural competence training to non-Native staff of the ETC as well as to community-based providers on an ongoing basis.

Objective 1.5: To increase treatment completion rates form 77% to 82%, through System of Care and enhanced on-site services.

Objective 1.6: For 50% of patients who complete treatment to maintain sobriety at 6 and 12 month follow-up through enhanced on-site support services (Baseline established during Year 1Outcome Goals and Objectives

Goal 1: To improve overall mental health and emotional functioning (GPRA outcome)

Objective 1:1: To achieve a statistically significant improvement in mental health during treatment and sustained at 6 and 12 month follow-up from treatment at The Ernie Turner Center.

Goal 2. To improve family relationships, support, and involvement in treatment.

Process Objective: For designated family members to either attend twice-weekly family groups or engage in weekly teleconferences to achieve family support for an alcohol/drug free lifestyle post treatment.

Objective 2.1: To achieve a statistically significant improvement in family relationships during treatment and at 6 and 12 months following treatment.

Objective 2.2: To achieve a statistically significant increase in family involvement to support client during and post-treatment through a designated family member.

Goal 3. To achieve an increased sense of cultural identity and pride in Alaska Native culture.

Objective 3.1: For patients in the Ernie Turner Center to achieve a statistically significant increase in cultural identification and pride during treatment and sustained at 6 and 12-month follow-up from treatment.

Key Components
The schedule consists of work therapy options (work training or house management/maintenance or arts and crafts) and various educational and process groups, individual therapy and case management.

Evaluation Design
Evaluation will be an integral part of CITC programs. Findings from the evaluation process will contribute to a ?feedback system? that uses the information gained to strengthen the program.

Products Developed
Brochures, survey tools, a power point (descriptive) presentation and a policy and procedures manual, including a quality assurance manual, but do not have an implementation manual yet.
