Abstract

The Lower Elwha Klallam Tribe will implement a comprehensive needs assessment and strategic planning for substance abuse needs for youth up to age 25 who reside in the North Olympic Peninsula in Washington State. This region includes 5 federally recognized tribes, 2 counties, and 4 cities. This proposal would include all of these jurisdictions as well as current providers, schools, and others involved and interested in youth. While a tribe may not be the most logical lead entity for a project that includes the diversity of entities, the Tribe sees its responsibility as a government in ensuring that the needs of its own people are met. Given the integration of youth from all cultures and races the Tribe cannot afford to engage in planning that is not comprehensive and inclusive. As other communities are increasingly seeing and experiencing the devastation of substance abuse in their communities, tribal communities can and should be used as an example of the increasing horrific consequences of this disease to the individuals, families, communities, and governments affected.
