Abstract

This project expands residential treatment slots by 56 and day treatment slots by 40 slots to serve substance abusing Alaska Natives.

Objectives
The purpose of the Wisdom Place project is to reduce Native Elder AODA with the addition of seven new residential beds serving 56 clients per year and 10 day treatment slots serving 40 per year.

The goals are

(1) to achieve a drug and alcohol free state for one prior month during treatment for Elders in the program and at the 6 and 12 month follow up;

(2) to reduce AODA consequences for Elders in the project, with the objective of a statistically significant reduction in health, mental health, and family relations indicators during treatment and at 6 and 12 months follow up,

(3) to achieve/improve stable living environment, with objective of a statistically significant increase in locating stable living for homeless Elders upon discharge and at 6 and 12 month follow up,

(4) to reduce justice system involvement, with objective of statistically significant decrease in justice system involvement during treatment and at 6 and 12 months follow up, and

(5) to increase productive activities, with objective of statistically significant increase in work, volunteering, or subsistence activities at 6 and 12 month follow up.

Key Components
Service Providers: The Ernie Turner Center will expand current residential treatment to target Native Elders and will coordinate services with a number of other community service providers with which they already collaborate.

Services Provided? Services are detailed on Figure 2 and Exhibit 3 in the application and include identification and referral, outreach, assessment, health education and monitoring, mental health and substance abuse screening, individual and group counseling, cultural and spiritual activities, employment/productive activities, case management and supportive services, referral, and family services. Comprehensive services are also provided for residential and day treatment clients.

Evaluation Design
Theoretical Model: The project will utilize a Systems of Care model (Stroul), a step down model (least restrictive setting), and case management. The project also adheres to a biopsychosocial and spiritual model of addiction.

Strategy and Design?The design is conceptualized through the use of an analytic model that will examine relationships among pre-treatment client characteristics, other independent variables such as culture, social support, and drug use, treatment variables, and post treatment factors and characteristics. Interaction and association will be examined, including distal and proximal variables. There will be a quantitative data collection at baseline, discharge, and follow up data at 6 and 12 months. There will also be process data and
qualitative methods utilized including focus groups, case studies, and life histories. Qualitative data will be analyzed with NUDIST software.
