Abstract

This project expanded existing substance-use disorder treatment services at the Circle of Life and Parshall Resource Center, the day treatment and residential facilities of the Fort Berthold Reservation. The treatment program utilizes a comprehensive system of care and emphasizes cultural relevance and community-based services. The Red Road Approach is also integrated in the treatment model.

Objectives
There were 4 central goals for the project: 1) expand substance use disorder treatment and aftercare for the adult and adolescent enrolled members of the Three Affiliated tribes in and around the reservation 2) increase outreach to all areas of the reservation by advertising new services, instituting free screenings sessions for the general public, and providing in-home related services 3) decrease barriers to treatment success by providing transportation services and culturally relevant treatment in all segments of the reservation and 4) develop an automated data collection system including the training of personnel in data entry and simple evaluation techniques.

Key Components
Services provided by the program include day treatment, substance abuse counseling, non-medical detoxification and residential treatment, referrals to medical detoxification and mental health services as needed, culturally appropriate 12 step programming and utilization of the Red Road approach, group therapy, random drug testing, education, transportation, and coordination with other community resources.

Evaluation Design
The evaluation design proposed was a one-group outcome evaluation with data collected at intake, treatment discharge, aftercare discharge, and at 6 and 12 months after intake. Process as well as outcome data analysis were proposed. Data analysis was to include simple descriptive statistics as well as multivariate analysis of variance considering gender, residential vs. outpatient and completers vs. non-completers. The ASI, service logs, self report intake forms, client satisfaction surveys, day treatment notes, GPRA outcome measures and Native cluster group quantitative item set and North Dakota Minimum Data set are instruments and measures that were to be used to collect data.
