Abstract

Raindancer Youth Service (RYS), in collaboration with a Four States Adolescent Substance Abuse Treatment Network (called the Network), the University of Utah evaluators, and subcontractors will enhance and expand residential treatment services for about 400 substance abusing American Indian youth (8-17 years of age) per year, or 1,200 youth over 3 years. The Network will include key American Indian substance abuse treatment service providers in four southwestern states (Utah, New Mexico, Arizona, and Colorado). RYS will implement comprehensive, evidence-based treatment services, inc1uding culturally-sensitive residential treatment (48-beds) following the successful Montana Model. Treatment Foster Care (Chamberlain & Reid 1998) training will be provided to the RYS foster care homes serving about 120 youth. Additional enhancements include cultural arts and experiential psychotherapy (including a ropes course), and an enhanced Continuing Care component involving outpatient family therapy through the Strengthening American Indian Families Program (about 50 families) and Functional Family Therapy conducted by probation officers in homes.

Evaluation Design
A strong process and outcome evaluation will be conducted by the University of Utah to determine treatment outcomes of the culturally enhanced treatment models with American Indian youth, foster parents, and the families of origin. The process data (e.g., recruitment, retention, fidelity, therapist qualities, site variables, and client variables) will be linked to the outcome data to determine critical core elements of success.
